SSL traffic could be being load balanced to destination site and the source IP keeps changing, therefore destination site rejects connection.

Solution: Configure outbound interface priority policy route for DST port 443 using all desired WAN intefaces. EG:Select TCP from Protocol drop down.Source IP *,Source port *, Destination IP * Destination port 443.
